The way people get a driver licence is changing. Here are the changes to the learner, restricted and full licences.

From 25 January 2027 people will no longer need to sit a test to get a full driver licence. You’ll graduate from your restricted to full licence if you keep a clean driving record while on your restricted licence.

The length of time you'll be on your restricted will extend by 6 months each time you get any demerit points.

We’re also rebalancing the licensing system to ensure learners gain the skills and experience they need to drive safely.

For people under 25, the learner period will extend to 12 months. You'll be able to reduce the learner period to 6 months by completing an approved practical course or recording supervised driving hours. Additionally, the default restricted licence period is reducing from 18 to 12 months. You can still get a full licence by age 17-and-a-half if you reduce your learner period.

People over 25 will still have minimum learner and restricted periods of 6 months each. There will no longer be the option to reduce their minimum restricted period to 3 months by completing a course.

All current licence holders will move to the new system on 25 January 2027. This means learner and restricted drivers will be subject to the new licence periods and rules from this date.

The current system still applies until 25 January 2027. Until then, you still need to sit a full licence test if you want to graduate from a restricted licence to a full licence.

We're about to add 52 new questions to the learner licence test – here are a few examples.

The questions will go live in the testing system on 1 December 2025. In the test people are asked 35 questions from our pool of questions and must answer 32 correctly to pass.

You can find the new questions on our website (linked below) to help you prepare. If you have friends or family studying for the test, let them know about this. We list the questions but not the answers – you'll have to study for those!

If you already have your driver licence, this is a good reminder we should all be able to answer these questions. They include:

• You're driving slower than the speed limit and notice there are vehicles following you. What should you do?
• How must you signal when travelling straight ahead at a roundabout?
• What's the best way to merge when two lanes are merging into one lane?

These and the other new questions are now available on our website in English and te reo Māori.

We've also had the questions translated into the additional languages the theory test can be taken in: Arabic, Chinese (simplified and traditional), Fijian, Filipino, Gujarati, Hindi, Korean, Punjabi, Samoan, Thai, and Tongan.

Our adding more questions to the test ensures people taking the test have a thorough knowledge of current road rules and safe driving before they can drive on our roads.

FYI for those sitting their restricted and full licence practical tests in Hamilton during school hours.

School is back, but not the same as it was! 👀

Starting Monday (29th April), the speed limit around all Hamilton primary, intermediate and secondary schools will change to 30km/h.

Everyone has an important part to play when it comes to road safety, particularly around schools, and this change aims to make the roads around our schools safer for all road users.

When travelling near schools always remember ⬇️

🚗 Be extra alert in case a child runs out in front of you without warning. Sometimes children can’t be seen if they are behind cars so look under cars for the possibility of feet.
🚲Be aware that there will be children on the roads cycling to and from school. Give them space and share the road.
🚌 The speed limit is 20km/h when driving past a stationary school bus, and you need to reduce your speed below 30km/h when passing schools.
⚠️Often drop off and pick up zones can be crowded before and after school. Suggesting a meeting point further down the road might be a safer option to avoid congestion around the area.

Even small increases in speed result in a much greater increase in your stopping distance, and that can mean the difference between life and death for our children.
