Iowa Administrative Code 701-34.2(3) requires a bill of sale to establish the purchase price for a vehicle transfer. County Treasurers and their staff are partners with the Iowa Department of Transportation and are the Department’s first line of defense in detecting fraud.

To help avoid the need for additional verification, please follow these guidelines:

* Ensure the bill of sale is completed in full by the seller. The buyer should only sign a bill of sale after the seller has fully completed it, confirming the accuracy of the information provided.

* Verify the bill of sale contains only factual and accurate information.

One of the most common issues identified during verification is title jumping, which is illegal. Only licensed dealers may sell a vehicle without first obtaining title in their name. In many of these situations, the buyer becomes the victim, as they may be unable to complete the title transfer or may encounter legal and financial complications.

For your protection, we strongly recommend confirming the individual selling the vehicle is the same person listed as the owner on the face of the title.

📣Please note that effective July 1, 2026, the fee for certified copies of vital records in Iowa will increase from $15 to $20 per copy. This includes certified copies of birth, death, and marriage records.

The process for obtaining certified copies will remain the same, and the marriage application fee will remain $35.

The additional revenue generated from this fee adjustment will help support increased workload and associated costs at the State Medical Examiner’s Office.
