If your utilities are disconnected or at risk of disconnection, the Special Reconnect Order and Winter Crisis Program can help you reconnect or maintain your utility services, regardless of how much you may owe the utility company.

To enroll in the Special Reconnect Order (SRO), call Duke at 800.544.6900, tell them you’d like to use the Special Reconnect Order and pay a one-time $175 payment (plus a possible $36 reconnect fee). The SRO can be used only once.

If your income is below 175% of the federal poverty level, you can receive assistance with the $175 payment through the Home Energy Assistance Program (HEAP) Winter Crisis Program (WCP). To apply for WCP, contact your county's energy assistance provider.

Learn more about the SRO and WCP, as well as the contact information for your energy assistance providers, via the link here:https://lascinti.org/wp-content/uploads/HG-08-Utility-Assistance.pdf

You can check whether you're below 175% of the federal poverty level via the link here:https://lascinti.org/wp-content/uploads/2026-Poverty-Guidelines-175-020326.pdf
