FALSE — and waiting for visible signs or braking problems means the fluid has already reached a condition where it poses a safety risk.

Brake fluid is hygroscopic — it continuously absorbs moisture from the atmosphere through microscopic permeation of the rubber components in the brake system. That moisture absorption happens regardless of how the brakes feel or how the fluid looks in the reservoir. The critical consequence of moisture accumulation is a lower boiling point. Fresh DOT 3 fluid boils at 401°F. Fluid that has absorbed three percent moisture — which is not unusual after two to three years of service — boils at approximately 284°F. In heavy braking on a Franklin summer afternoon, that temperature difference is the gap between consistent pedal feel and a pedal that goes soft or to the floor from v***r in the brake lines. The fluid does not need to look dark or feel wrong to be dangerous — the moisture content is the issue, and moisture content is not visible to the naked eye. A two-year brake fluid exchange interval is the recommendation of most vehicle manufacturers and safety organizations precisely because it addresses moisture accumulation before it reaches the threshold where it affects braking.
