Not always.

Low coolant levels can certainly cause an engine to overheat, but it's only one possible cause.

Overheating can also happen because of:
• A failing thermostat
• A worn water pump
• A damaged radiator
• Cooling fan problems
• Leaking hoses

Adding coolant without finding the real problem may only provide a temporary fix and lead to a bigger problem later.
